①Draw the shape of the water

Draw a blob and add trickles

Erase part of the blob to create tall holes

Erase the blob so it blends in (leave the part when the liquid accumulates)

You can just use the skin color on a multiply layer, but in Photoshop you can also set the layer effects to Emboss, Bevel, Drop Shadow, and so on as an easy way to add depth.
