They mixed up the costumes!?

Sakimori (防人) were soldiers stationed in Kyuushuu and the islands of Tsuhima and Iki in the seventh and eighth centuries. Their purpose was to defend Japan's southwestern frontier from possible Chinese or Korean invasion. "Many sakimori, far from home, wrote poems (sakimori-uta, 防人歌), 98 of which were included in the Man'yoshu (books 14 and 20)." (Japan Encyclopedia)

Tsubasa refers to herself as a sakimori several times. "Sakimori no Uta" (防人の歌) is the title of episode 9 of season 1.
