"嘤" basically means "a whimper from a weakling or baby," hence the visual joke of a baby bottle in the memoticon. On Chinese internet, repeating this character thrice on the end of sentence is a way of acting cute. Whimpering monster), for those who love to spam this all the time in every conversation.
