Simply put, the Director's meme infamy is not literally infamy, and he is now a beloved mascot instead of a laughingstock. After his retirement, Zhang actively engaged in internet military popsci shows, and guest starred in several official Azur Lane livestream events. The most recent one was on May.9th, where he introduced to his audiences the real history behind Chang Chun, An Shan, Fu Shun, and Tai Yuan.
On May.14th, the Azur Lane official channel publicized an official statement on the next big event, and hinting the implementing of Bismarck with the exact words used as the title of this strip. Hence the joke of "implementing Zhang as a playable character."
