Oh, hello.
It seems Ibarakasen isn't coming, so I'll fill in for her. Be grateful and listen.
Buuut... I only feel like giving a rough overview, so just take it easy right there.
This poem is from the "Early Spring" part of "Wakan Roeishu". The author is an early-Heian era Kanshi poet, Miyako no Yoshika.
The gist of the poem is that it's welcoming spring and its refreshing winds.
Also, the latter half of the poem is quite famous. Legends say that the oni living at Rashomon gave it as an answer when the poet spoke the first part. This picture in the "Gleanings from the Night Parade of a Hundred Demons" is quite well-known, isn't it?

This poem's composition represents two opposites. The wind brushes the willows like a woman's hair, and the waves wash the old moss on the rocks like a man's beard.
Kanshi poetry often has couplets like this, you know?
Miyako no Yoshika is an outstanding poet, so wouldn't that make the oni at Rashomon who made this up on the spot quite the poet as well? By the way, it's also said that the oni in question was Ibaraki-douji.
Contrast
Water โ€” Sky Sweep โ€” Clear Waves โ€” Wind Wash โ€” Brush Old โ€” Young Moss โ€” Willow Beard โ€” Hair
The female side
The male side
The sky clears up / Winds brush the young willows' hair Sweeping away / Waves wash the old moss's beard
[Modern Japanese translation]
