Rear admiral Funawatari. One of the fleet commanders at Oominato, and a total MILF-lover. His motto: "Under 50 is a Lolita! Feel the Granny-charm, my friend!"
The boss of Oominato is a different person, but I'm unsure when they'll appear.

And about the garrison base of the Hisamura Fleet, it's located in the vicinity of "Japan's largest sand dune":https://en.wikipedia.org/wiki/Sarugamori_Sand_Dunes, where civilians are not granted entry on general principle due to the presence of a ballistic testing range. It seems that Oominato is somewhat of a parent base.
