任務報酬で某空母さんを入手するためには以前はプレイヤー艦隊に空母が編成されている必要がありまして（現在は不要になっているそうですが）、今作品はプレイ再現という性質もあり、昔の仕様に基づいた内容となっております。なので建造やドロップで空母を入手するまでは某空母さんの入手も不可、となります。

This may result in spoilers, but I'm going to supplement a bit: In order to get a certain carrier-san as a mission reward, the player's fleet requires a carrier in its composition (though I hear that's now become unnecessary). The current game has a play reproduction property too, and so this content has become based on outdated methods. And so you can now acquire a certain carrier-san even by getting a carrier through construction or drops.
