"Nontan" aka Toujou Nozomi.

It has been announced that a countrywide raffle event is being carried out...

For the "Rights to do anything you want with the thing you love.". Namely, with miss Toujou Nozomi.

Every member of the Japanese public is qualified to participate, but the prize for the winner can only be given to one.
