It's the Army (read: Ka**kawa) which wishes to pursue a landing operation (read: multimedia franchise), but to do so they require aid from the Navy (read: D*M).

The Navy (read: D*M) is the one fielding the ships (read: foot the bill) after all.

Of course, both organizations have a bad working relationship with each other, and neither of them would be able to claim sole credit for any results in battle (read: sales).

So the Army (read: Ka**kawa) searched for a way to wield their military might (read: intellectual property) without relying on the Navy (read: D*M).
