This is a wonderful scene that showcases Inazuma's accommodating heart as she's trying to convey that even if Akatsuki doesn't get taller, she's plenty charming as she is. That accommodating heart of hers is wider than even the sea.

The Inazuma that's watching over the growing Fubuki. This has not been the only time when Inazuma is concerned about Fubuki. Even if it's not shown on screen, Inazuma has always been watching over Fubuki. The Koujien dictionary should add in the meaning of "Kindness" to the kanji "Inazuma" (電) as soon as they can.
